A 2015 evaluation of the BC Woodstove Exchange Program found that it had not adequately addressed the needs of First Nation communities. A qualitative research study was undertaken with funding from the Fraser Basin Council to identify barriers to adoption, as well as strategies to reduce barriers and disseminate findings to stakeholders. The study found that key barriers included lack of resonance of program messaging with First Nations community members, inadequate access to qualified technicians, insufficient financial support provided by the program, and excessive administrative burden to engage with the program.
